Certain water uses — abstracting from a river, storing large volumes, discharging effluent — need authorisation from the Department of Water and Sanitation under Section 21 of the National Water Act.

Any listed waste activity in South Africa — storing, treating, recycling, transporting, disposing of, or reclaiming waste above threshold quantities — requires a Waste Management Licence (WML) under the National Environmental Management: Waste Act 59 of 2008 (NEMWA). Licences are issued by the provincial Department of Environment (Category A) or the national Department of Forestry, Fisheries and the Environment (Category B), following a full Environmental Impact Assessment or Basic Assessment.

An Atmospheric Emission Licence (AEL) is required for listed activities under the National Environmental Management: Air Quality Act. Applications are handled by the municipal or provincial Air Quality Officer.
