Foreign Operator Permit & Temporary Aircraft Authorisation (SACAA) in South Africa

In plain English
Foreign-registered aircraft may not fly commercial or many non-scheduled operations in South African airspace without a Foreign Operator's Permit (FOP) from the South African Civil Aviation Authority (SACAA). Ad hoc charters, aerial work and ferry flights all need this approval before wheels-up.

How to apply — step by step

  1. 1
    Confirm the permit class

Scheduled services are covered by bilateral air service agreements through the Air Services Licensing Council; ad hoc charters and aerial work go to the SACAA directly.

  2. 2
    Submit documents to the SACAA

Email or upload the application with supporting certificates. Allow at least several working days; complex aerial work can take longer.

  3. 3
Pay the fee and carry the permit

The permit is issued per operation or per season for repeat work and must be carried on board with the supporting documents.

Where, how much, how long

Where to apply
The South African Civil Aviation Authority, with ground handling and slots arranged separately at the airport of entry.
Fees
Set by SACAA tariff schedule; varies by aircraft weight and operation type.
Processing time
Allow at least 5–10 working days for ad hoc operations.
Validity
Foreign Operator Permits: up to 12 months, renewable. Special Flight Permits: up to 30 days or the number of flights specified.
Renewal

Common mistakes to avoid

  • Assuming overflight clearance covers landing for reward — it does not
  • Insurance certificates that do not name South African operations
  • Applying after the charter is already sold
