Where can I fish without a boat permit near Cape Town, Durban or Port Elizabeth?

Shore-based angling from public beaches and rocks is allowed with just a recreational marine permit. Boat-based fishing needs an additional skipper and boat permit, and some MPAs require a specific access permit.

Marine and estuary fishing licences (sea, spear, cast net, crayfish, oyster/mussel) are sold at almost every SA Post Office branch on behalf of DFFE. Freshwater licences are issued by the provincial conservation authority — CapeNature in the Western Cape, DEDEAT in the Eastern Cape and Ezemvelo KZN Wildlife in KwaZulu-Natal. Who needs this permit

Any resident or tourist planning to fish from the shore, in an estuary, from a boat or in a freshwater dam or river in South Africa.

When is it required

Before your first cast. Licences are checked by Fisheries Control Officers, SANParks rangers and provincial conservation officers, and fines for fishing without a valid permit are steep.

Cape Town: Post Office branches in the CBD, Sea Point, Claremont, Bellville, Table View and Somerset West sell DFFE marine permits. CapeNature head office in Bridgetown and their Assegaaibosch, Kogelberg and De Hoop reserve offices issue freshwater angling licences. Knysna, Wilderness, George and Mossel Bay: Post Offices along the Garden Route sell marine permits; CapeNature offices in Wilderness National Park (co-located with SANParks) and George handle freshwater. Also try tackle shops in Knysna Waterfront and Sedgefield for marine permits over the counter.

Eastern Cape — DEDEAT (freshwater) + any Post Office (marine)
Port Elizabeth (Gqeberha): Post Offices in Newton Park, Walmer and Greenacres sell DFFE marine permits. The Eastern Cape Department of Economic Development, Environmental Affairs & Tourism (DEDEAT) office on Belmont Terrace issues freshwater licences. Jeffreys Bay: main Post Office on Da Gama Road; several surf and tackle shops also stock marine permits during peak season. East London: Post Offices in Vincent, Beacon Bay and the CBD; DEDEAT regional office at Waverley Park for freshwater. Grahamstown (Makhanda), Port Alfred and Kenton-on-Sea: local Post Office branches sell marine permits.

KwaZulu-Natal — Ezemvelo KZN Wildlife (freshwater) + any Post Office (marine)
Durban: Post Offices in the CBD, Musgrave, Berea, Umbilo, Pinetown and Chatsworth sell DFFE marine permits. Ezemvelo KZN Wildlife head office in Cascades, Pietermaritzburg, and reserve offices at Midmar and Albert Falls issue freshwater licences. Umhlanga and Ballito: Post Offices in the Umhlanga Ridge and Ballito Junction areas sell marine permits — handy for shore anglers along the Dolphin Coast. Richards Bay and St Lucia: Post Office plus the Ezemvelo iSimangaliso Wetland Park office for estuary and freshwater; boat-based fishing inside iSimangaliso needs an additional MPA permit from the park.

Show your permit and ID while fishing
Carry both physically or as a photo on your phone. Fisheries Control Officers can inspect your catch, ask for size measurements and confiscate gear if you can't produce a valid licence.
