Any private healthcare facility — a clinic, day hospital, dialysis unit, mobile screening truck or pop-up vaccination site — must be licensed by the provincial Department of Health under Section 36 of the National Health Act 61 of 2003. A temporary facility licence covers short-term operations such as outreach campaigns, disaster response, screening drives and event medical posts.

Foreign health practitioners visiting South Africa to work on a locum, teaching post or humanitarian mission need temporary registration with the Health Professions Council of South Africa (HPCSA).
